How can one believe that a Just God would create a place of eternal torment and Torcher?

I dont understand why there are so many christans that claim their God to be loving and just yet they preach so much about Hell. How can one believe that a Just God would create a place of eternal torment and Torcher, or even allow it to exist? How is eternal torment justice for sins that were momentary? Would Purgatory not make far more sense then Hell? Also how is scape-goating someone in any way justice? First the animals and then Jesus. To me, it doesn't make any sense.
