From what you've given me here, I think she wants you to be the man, so yes, I think you should make a move. Talking about stuff like that can often put girls off for some reason (I don't know why, that's how we work). All girls dream about being approached, embraced and passionately kissed. (JUST make sure it's not some sort of a rape kiss... Face her, tell her how you feel, that you really like her, that you think she's an amazing person, that you respect her and that you think she's beautiful (blah blah blah), and if you feel the moment is right, or it's going according to plan, start making out, simple :))
