How to stop skin from flaking?

Lately my skin has been really dry and flaky before and after applying foundation. I have done everything from extensive face washing, using moisturizers, a deep cleaning product from Clean & Clear and nothing seems to be helping. Clean & Clear provided a momentary solution but nothing long term. This has never happened to me before. Does anyone have any advice on how to get rid of this flaky skin?
